Adult Literacy and Numeracy

These Entry Level qualifications in Adult Literacy and Numeracy have been developed to support providers in responding to learner needs and to offer accreditation that recognises smaller steps toward the achievement of a qualification.

Adult Literacy/Numeracy Levels 1-2 qualifications to close in August 2012

The Department for Business, Innovation and Skills (BIS) has confirmed that all Level 1 and Level 2 Certificates in Adult Literacy/Numeracy will not be extended beyond their next review date: 31 August 2012.

This change affects all Adult Literacy/Numeracy qualifications, regardless of which Awarding Organisation certificates them.

As an alternative, you may wish to consider using the NOCN Functional Skills qualifications.

The Level 1 and 2 qualifications are assessed using the basic and key skills ‘national tests’ that were developed by the former Qualifications and Curriculum Authority (QCA). BIS has announced that the Government will not be funding any further development of these tests.

Once these qualifications expire it will not be possible to register any new learners for tests. 

Last registrations for either paper based or onscreen tests is 31 August 2012. You will still be able to book tests after 31 August 2012, but only for learners who are registered; you cannot submit new registrations. 

The absolute last certification date for these qualifications will be 31 August 2013.

If you are currently thinking of purchasing new tests for onscreen assessments, please consider carefully how many you will need for this period.

After 31 August 2012, the purchased tests can still be used for Entry 3 Literacy and Numeracy onscreen assessments.

Adult Literacy and Numeracy Entry level qualifications

Unlike the Level 1 and 2 qualifications, the assessments for Entry level are developed by NOCN.  Both BIS and SFA have announced that these qualifications will be available for funding in 2012/13.  NOCN will apply to Ofqual to extend these qualifications for an additional year.  Onscreen assessments for E3 Numeracy and Literacy will continue to be available.
